Universal Rules
Overview
In order to maintain consistency of play (and to provide players visiting "foreign" chronicles a solid base of interpretations of game rules) UaRM's Coordinators have established the following rules interpretations and changes which will be in force in all UaRM member chronicles. While the Coordinators have attempted to as light-handed as possible to allow for the unique flavor of individual games, the rules contained on this page are mandetory throughout the collective. By accepting the Charter upon entry into UaRM, you agree to adhere to these rulings and to enforce them in your games.
"Third" Edition
The following are the changes implemented by UaRM to bring Werewolf up to the standards of other Mind's Eye© products. Incidentally, this also makes them more compatible with the table top version of the game.
Wound Levels: In keeping with White Wolf's© Revised rules for Mind's Eye Theatre©, all Garou, Kinfolk and other shapechangers have the following wound levels: Healthy x2, Bruised x3, Wounded x2, Incapacitated, Mortally Wounded. When a character reaches Bruised, she is required to bid 2 traits in each challenge. At wounded, a character loses all ties in challenges (or compare traits as normal if opponent is likewise Wounded). At Incapacitated, the character is unconscious and can take no actions for ten minutes, unless this wound level is healed and the character is revived. At Mortally Wounded the character is dying and will bleed to death in three minutes if she does not receive at least stabilizing medical treatment. A character who is Incapacitated or Mortally Wounded can be killed outright by a simple declaration of intent to do so (and being capable of taking the action declared).
Willpower, Gnosis and Rage: The starting levels of these characteristics are as per the Table Top rules:

Maximums of Rage and Gnosis traits (which are limited by the character's Rank) are as follows:
Rank 0 (Cub): 5 Rank 1 (Cliath): 6 Rank 2 (Fostern): 7 Rank 3 (Adren): 9 Rank 4 (Athro): 10 Rank 5 (Elder): 10 Rank 6 (Legend): 10 (+)
Willpower maximum is 10 regardless of Rank. Additional traits gained from Totems, Gifts and Rites do not count toward these maximums.
Challenging for Rank: According to the Laws of the Wild, there is no requirement that a Cliath challenge for the Rank of Fostern. This is no longer the case (and we at UaRM believe this to have been an oversight on the part of the game designers that was missed by the WW editors). Aside from the usual requirements to achieve the Rank of Fostern, a Cliath must also challenge another Fostern for the right to be advanced in Rank.
Wound Recovery : Non-aggravated wounds heal at a rate of one level per minute, regardless of what activity in which the garou is engaged. Aggravated wounds still heal at 1 per day.
Gifts
Jam Technology: In order to make this gift better reflect the Table Top version, the following changes are made: First, the gift effects all items within a range of 50', regardless of the will of the garou using it. Second, the table is effectively reversed, so:
